Where the proposed development includes a new or extended basement, the Councils now ask for a submission of detailed technical statement assessing the impact of the development on drainage, flooding, groundwater conditions and structural stability.
This information should be contained within a Basement Construction Method Statement (sometimes also called Basement Impact Assessment), which is specific to your site and proposal. A Construction Method Statement is an independent professional engineering review of a basement proposal.
Generally, there is no common standard or requirements for the basement impact assessments, although each Council has similar elements which they require to be addressed.

Most Councils require that the Construction Method Statement is prepared and signed off by a Chartered Civil Engineer (MICE) or Structural Engineer (MIStructE).
